The purpose of this document is to lay out a vision for operating
AIPS++ in the long-term once the first release is made. This document
should serve as a starting point for discussion in a number of
different forums: the AIPS++ Project, the AIPS++ Executive Committee,
and the AIPS++ Scientific and Technical Advisory Group.
