Technical coordination and decisions are made by the designated
technical leader, in consultation with a technical group and the
project management. The technical group is charged with solving
technical problems facing the project, summarizing technical questions
for the project as a whole, and taking decisions regarding their
solution. Significant changes of project-wide implication are expected
to be handled through the change proposal mechanism described below,
however, to allow general comment.
