Prevent refreshes occuring on all Viewerdisplaypanel tools

Description

This function is used to prevent refreshing occuring on all Viewerdisplaypanel tools that are managed by this Viewer tool. Refreshes will be re-enabled when an equal number of calls have been made to the release function. Typically, this is used internally when Viewerdisplaydata tools are being deleted or registered or unregistered from Viewerdisplaypanel tools. Programmers should make use of the hold and release functions when performing multiple operations before a refresh is desired.
