Viewerannotations tooltool or fail

Description

This is the only constructor for the Viewerannotations tooltool ${\.{I\/}}$ t constructs (creates) a Viewerannotations tooltool which attaches itself to the supplied Viewerdisplaypanel tool ${\.{T\/}}$ his constructor will generally not need to be called by users, since each Viewerdisplaypanel toolcreates its own Viewerannotations tooltool at construction time.
