convert a doppler velocity quantity to another unit

Synopsis
convertdop(v, out)

Arguments

v	in	quantity to convert
		Allowed:	quantity or string
		Default:	'0km/s'
out	in	unit to convert to
		Allowed:	string or quantity
		Default:	'km/s'

Returns
quantity

Description
convertfreq converts a velocity quantity to another unit. Units are either velocity or dimensionless.

Example

- dq.convertdop('1','km/s')
[value=299792.458, unit=km/s] 
- dq.convertdop('10km/s','1') 
[value=3.33564095e-05, unit=]
