Make a standard componentlist for a standard MeasurementSet

Synopsis imagermaketestcl(clfile, refer)

Description A standard component list is made for the 3C273XC1 data set. The reference for the component can be specified: the components will be then converted to this reference (e.g. 'gal') before processing.

Returns Bool
