make a 2 x 2 rotation matrix

Synopsis
rotationmatrix(angle, deg)

Arguments

angle		The rotation angle $\phi$ (rad) (Input)
deg		If T, the angle is in degrees (Input)
		Default:	F

Description
A 2 x 2 rotation matrix can be used to rotate a 2D vector over the given angle $\phi$ .
