Is this a tool?


Synopsis
is_tool(obj, type)


Description
Is this a tool? It must be a record of public functions only. If the type is specified, it will be tested. Then consistency with the meta-information is checked: all functions in the meta information must appear in the object (but not the other way around).



Arguments

obj   Possible object
    Allowed: Variable
type   Type of variable
    Allowed: String
    Default: 'unset'
